I have a 04 pt crusier non turbo 2.4 the car passed all the smog is was needed to . they told me because the check engine light was on it would not pass. the reason the check engine light is on is because the vss (vehicle speed sensor} is bad so the speedometer doesn’t work so the check engine light is on and my car won’t pass what can I do

I would like something justified here. If the vehicles computer does not reference the timing on a specific vehicle with passing emissions how is that a violation of the health and safety code? Call it what you will but this is not justified to me. Let tailpipe tell the story.
